　After stating the principle of GPS technology,the paper synthetically analyzed the research background of the surv-control and navigation of GPS vehicle management system.Also its latest research situation in China and abroad was introduced.The paper emphasized the study of the unique surv-control and navigation of GPS vehicle management system which adaptd to the China's situation.Then,the system's design procedures were expounded and the software's frame and function of every section were set up.The software tool-MapInfo,which could combine map with text information perfectly,and its notable characteristics of the table GIS were introduced.In the end,the prospect of GPS and GIS application in the surv-control and navigation of vehicle was looked forward to.
